The Memorandum between the Ministry of Economy, Ecology, and Agriculture of Ukraine and Bell Textron Inc. was signed in the United States
At the AUSA 2025 international exhibition in Washington, the Ministry of Economy, Environment and Agriculture of Ukraine and Bell Textron Inc signed a Memorandum of Understanding in the field of of aviation technology.
The document lays the basis for the creation of production and service capacities in Ukraine, which will contribute to the development of high-tech engineering and strengthen the country's industrial capabilities.
The Memorandum was signed by Vitaliy Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine, and Jeffrey Schloesser, Executive Vice President of Strategic Objectives at Bell, in the presence of Lisa Atherton, President and CEO of Bell Textron Inc, a leading American corporation specializing in the manufacture of helicopters and aviation support systems.

Bell Textron Inc. has expressed its willingness to develop its own production base in Ukraine for the assembly, maintenance, and repair of helicopters. This will not only create new jobs, but also effectively revive the national helicopter industry.
Within the framework of the agreements reached, the company will begin comprehensive preparations for localizing production, which includes:
– opening the Bell representative office in Ukraine;
– establishing the final assembly and test center (FACO);
– exploring opportunities for establishing a joint venture with Ukrainian partners;
– transferring the technology, equipment, and tools necessary to organize production;
– training and internships for Ukrainian engineers and technical specialists in the US, and later at the future enterprise in Ukraine.
The implementation of these steps will lay the foundation for the launch of licensed helicopter production in Ukraine and the formation of new industrial capacity in the field of aviation.

The signing took place as part of the Ukrainian government delegation's participation in the AUSA 2025 exhibition, which brought together 44,000 participants from 92 countries and over 750 companies involved in technology development, innovation, and industrial cooperation.
