On 15 September, the Cabinet of Ministers of Ukraine adopted a resolution initiating the submission for ratification by the Verkhovna Rada of Ukraine of the Agreement between the Cabinet of Ministers of Ukraine and the Federal Council of Switzerland on cooperation in the process of Ukraine's recovery.

The agreement was signed during the Ukraine Recovery Conference 2025 in Rome. The document defines the legal framework for long-term support for Ukraine's critical infrastructure. The Swiss government considers the reconstruction of Ukraine to be one of the strategic priorities and plans to allocate CHF 5 billion for this purpose by 2036.

The agreement provides for Switzerland to provide non-repayable financial and technical assistance for the purchase of goods and services from Swiss companies for reconstruction projects.

Ratification of the Agreement will create a legal basis for attracting Swiss support for Ukraine's recovery through non-repayable financial and technical assistance for the purchase of goods and services from Swiss companies for recovery projects, mainly with the aim of strengthening public services in sectors such as energy, transport and mobility, mechanical engineering for production processes, construction, water supply, emergency prevention and response, or in other sectors in line with Ukraine's needs and priorities.

The implementation of the Agreement will accelerate Ukraine's recovery. The Agreement will remain in force until 31 December 2036.

Assistance will be provided within the framework of the expenditure budget for Swiss foreign aid, which is approved annually by the Swiss Parliament .

The Agreement provides for a transparent project selection mechanism through public procurement under Swiss law with the participation of Swiss companies only. Particular attention is paid to:

• The impact on Ukraine's recovery process
• Contributing to the achievement of Sustainable Development Goals and the green transition
• Job creation in Ukraine
• Vocational training for Ukrainian specialists
