Netherlands to Allocate Additional €30 Million for Ukraine's Reconstruction via the Ukraine Partnership Facility

Ukraine and the Netherlands have signed a Memorandum of Cooperation on the provision of an additional €30 million in funding under the Ukraine Partnership Facility in 2026. This program, implemented by the Netherlands Enterprise Agency, helps attract Dutch businesses to Ukraine's reconstruction projects and establish partnerships with Ukrainian companies.

The signing took place in Rome during the International Ukraine Recovery Conference (URC-2025), with the participation of First Deputy Prime Minister of Ukraine – Minister of Economy Yuliia Svyrydenko and the Minister of Foreign Affairs of the Netherlands, Caspar Veldkamp.

"We are sincerely grateful to the Government of the Netherlands for the decision to increase funding for the Ukraine Partnership Facility by another €30 million. This is an example of a consistent policy of support that combines government decisions with the interest of private business and lays the foundation for long-term economic partnership between our countries,” noted Yuliia Svyrydenko.

The amount comes on top of the 58 million euros that was made available in earlier rounds of the Ukraine Partnership Facility in 2024 and 2025, making a total of almost 90 million euros under the program.

“Thanks to this program, Dutch companies will be able to more actively engage in Ukraine's recovery – in areas where they possess expertise: water management, healthcare, agriculture, and renewable energy”, says Caspar Veldkamp.

"The Netherlands has already proven to be a reliable partner of Ukraine. Today's meeting is another step toward deeper cooperation in energy, trade, healthcare, and infrastructure. We are open to creating new success stories together with Dutch businesses," emphasized Svyrydenko.

The Minister also called on the Netherlands to support the 18th EU sanctions package against Russia, particularly restrictions in the energy and financial sectors and the establishment of an International Compensation Commission to provide payments to victims of Russian aggression.

Background:

The Ukraine Partnership Facility is a grant program that finances Ukrainian and Dutch companies and organizations involved in Ukraine’s reconstruction. Key sectors: energy, water, healthcare, sustainable housing and agriculture.

The Netherlands is one of Ukraine’s ten largest trading partners in the EU. In 2024, the trade turnover amounted to $2.9 billion (+15%), and in January–April 2025 – $955.7 million (+6%). Ukrainian exports to the Netherlands increased by one-third.
